Protection of Human Rights : Detention of individuals unable to pay for their care in public hospitals

The Minister of Public Health granted an audience to the Chairperson of the CHRC on 28 May 2024 from 12:30 p.m. to 1:30 p.m. The aim was to find solutions that uphold human rights to this recurring problem while safeguarding the financial equilibrium of hospital facilities.
After exerting every effort to secure the release of Cécile Noyep, who had been detained at Yaoundé Central Hospital for 62 days due to non-payment of medical bills, Prof James Mouangue Kobila recommended that MINSANTE implement a long-term solution to address this recurring violation of human rights.
The delegation, led by the Chairperson of the CHRC and including Commissioner Joseph Constantin Balla, Mr Mamouda Ferikouop, the Head of the Protection and Promotion Division, and Ms Marie Chantal Same, the Chief of the Observation, Investigation and Alert Unit, recommended that MINSANTE expand inspection visits to all hospitals, to create an inventory of cases of patients held in custody unable to pay their medical fees.
The two parties have agreed on the appropriate measures to be taken immediately and in the medium term to ensure that the financial stability of medical institutions is not jeopardised by patients unable to pay or acting in bad faith.
