ABOUEM ESSEBA Jean Pierre is a native of Bafia Sub-Division in the Mbam and Inoubou Division of the Centre Region of Cameroon, where he was born on 7 May 1957 of ESSEBA Pierre and NKINDA EPOCK Marceline. He is married and has three children.
ABOUEM ESSEBA Jean Pierre obtained his CEPE in 1969 at the Ecole Protestante of Donenkeng near Bafia, and in 1974, the BEPC at the Lycée Général Leclerc. Still at Lycée Général Leclerc, he obtained the Probatoire and the Baccalauréat série A4, in 1976 and 1978 respectively. In 1982, he obtained the Licence en Droit Privé at the University of Yaounde, and had his qualification in Magistracy in the National School of Administration and Magistracy (ENAM).
From 1985 to 1987, he was appointed Deputy State Counsel at the Trial Courts of Batouri and of the Kadey. From 1987 to 1990, he was State Counsel at the Yokadouma and Boumba-et-Ngoko Trial Courts. From 1990 to 1991, he was Deputy of the Procureur General at the Littoral Court of Appeal. From 1991 to 1994, he was appointed State Counsel at the Edéa and Sanaga-Maritime Trial Courts. From 1994 to 2001, he was State Counsel at the Mokolo and Mayo-Tsanaga Trial Courts in the Far North. From 2001 to 2007, he was Vice-President of the South Region Court of Appeal in Ebolowa. In 2007 through to 2012, he was promoted to Inspector at the General Inspectorate of Judicial Services at the Ministry of Justice. On 29 December 2010, he was retained as a Research Officer at the Investigations Division of the National Anti-Corruption Commission (CONAC). From May 2012 to 6 July 2017, he was Vice-President of the Centre Court of Appeal in Yaoundé. From 6 July 2017 to 19 February 2021, he was Vice-President of the Special Criminal Court and since 19 February 2021, he is the Permanent Secretary of the Cameroon Human Rights Commission (CHRC).
