MOUANGUE BONAM KOBILA Gabriel James

Born on 23 January 1967 in Nkongsamba, Cameroon.
He is a son of the Bell, Akwa and Deido districts and is a native of the Wouri Division, Douala 1st Subdivision.
Professor James Mouangue KOBILA obtained a Licence en Droit public at the University of Yaoundé in 1989, where he was top of his class, then in 1990, a Maîtrise en droit public with honours. In 1992, he obtained a Diplôme d’Études Approfondies en Droit public with honours. In 1995, he was granted a PhD scholarship by the Académie de Droit Internationale de la Haye. From 2003 to 2009, he attended several preparatory sessions for the Concours d’agrégation at the University of Yaoundé II, at the Université Jean-Moulin in Lyon 3 and at the University of Douala. During these years and more precisely in 2004, he obtained his PhD in Droit public at the University of Yaoundé II Soa. Between 2004 and 2005, he was a post-doctoral fellow of the Agence Universitaire de la Francophonie at the Université Jean-Moulin in Lyon 3. In 2009, he won the Concours d’Agrégation de l’Enseignement Supérieur of CAMES.
His professional experience is equally rich. He was from 1993 to 2006 in charge of tutorials at the University of Douala, then from July 2004 to November 2009, he became a lecturer at the University of Douala. From 2010 to 2013, he was Head of Department of Droit public at the University of Douala. At the same time, in 2012, he was an expert at the Investment Promotion Agency. From April to October 2013, he was appointed Vice-Dean in charge of Research and Cooperation at the Faculté des Sciences Juridiques et Politiques of the University of Douala. From July 2013 to September 2015, he was a member of the Normalisation Committee of FECAFOOT. Concurrently, he was, since June 2013, a consultant to ELECAM and, until June 2015, a member of the Committee in charge of monitoring the implementation of the Cameroon-European Union Economic Partnership Agreement. He was then, from January 2014 to June 2018, Arbitrator at the Conciliation and Arbitration Chamber of the National Olympic and Sports Committee of Cameroon. Concurrently, from February 2014 to June 2017, he was Director of Academic Affairs and Cooperation at the University of Douala. He was then Vice-Chairman of the NCHRF from October 2014 to February 2021 and since June 2017, Vice-Rector in charge of Research, Cooperation and Relations with the Business Community at the University of Douala. Finally, since February 2021, he is the Chairman of the Cameroon Human Rights Commission (CHRC).
