2023-09-08 STATEMENT BY THE CAMEROON HUMAN RIGHTS COMMISSION TO MARK THE FOURTH INTERNATIONAL DAY TO PROTECT EDUCATION FROM ATTACK Statements The Commission once again strongly condemns the attacks perpetrated by secessionists terrorists targeting civilian populations, in particular, pupils, students, teachers and civil property, including educational institutions. The Commission commends the arrests, prosecutions and convictions in the United States of masterminds and supporters of terrorist acts in the North-West and South-West Regions as a response to the President of the Republic's constant appeal to friendly countries harbouring secessionist terrorists, in particular the recent arrest of Eric Tataw, one of the biggest financial sponsors of terrorism against Cameroon. The Commission reiterates some of its previously made recommendations, including those addressed to actors in the judicial chain, to intensify relentless efforts to track down and hold accountable the perpetrators and instigators of any act constituting an attack on education, wherever they may hide, in order to punish them to the fullest extent of the law. The Commission also urges the Ministry of Public Health to take appropriate measures to establish a systematic strategy for the physical and psychological care of survivors and the families of survivors of armed attacks in general, and particularly attacks on education.

2023-06-26 STATEMENT BY THE CAMEROON HUMAN RIGHTS COMMISSION TO MARK THE INTERNATIONAL DAY AGAINST DRUG ABUSE AND ILLICIT TRAFFICKING Statements STATEMENT BY THE CAMEROON HUMAN RIGHTS COMMISSION TO MARK THE INTERNATIONAL DAY AGAINST DRUG ABUSE AND ILLICIT TRAFFICKING 26 June 2023 The Commission regrets that, according to the Global Organized Crime Index published in 2021, Cameroon is considered a major importer and a transshipment point for cannabis produced in the country and in other African countries. The Commission equally deplores the failure to comply with the measure banning the marketing and consumption of _"chicha"_ throughout the country, issued by the Minister of Territorial Administration in an Order signed on 8 February 2022. The Commission also recommends to the defence and security forces (including Customs) a stronger fight against the channels of entry and exit, production and marketing of drugs on Cameroonian territory, and enhanced synergy between their different structures, to better respond to the ever-increasing threat of drug trafficking and organised crime. The Commission reiterates to the parents and persons in charge of children, that under paragraph 1 of Article 20 of the African Charter of the Rights and Welfare of the Child, they _“shall have the primary responsibility for the upbringing and development of the child”.
2023-06-20 STATEMENT BY THE CAMEROON HUMAN RIGHTS COMMISSION TO MARK WORLD REFUGEE DAY Statements STATEMENT BY THE CAMEROON HUMAN RIGHTS COMMISSION TO MARK WORLD REFUGEE DAY 20 June 2023 *Theme*- Hope away from Home. A world where refugees are always included The Commission particularly commends the Government's measures to ensure the promotion and protection of the rights of refugees, asylum seekers and IDPs, notably the signing of Decree No. 2023/147 of 2 March 2023 to lay down the modalities for the application of Law No. 97/012 of 10 January 1997 relating to the conditions of entry, stay and exit of foreigners in Cameroon. The Commission is still concerned about the non-functioning of the organs for the management of refugee status in Cameroon (in this case, the Commission for Eligibility for Refugee Status and the Appeals Commission) created by Decree No. 211/389 of 28 November 2011 and made operational by the appointment of the members of these organs by Order No. 522/D/PL/CAB of 7 August 2019 and set up on 24 October 2019, following the swearing-in of the said members before the High Court of Yaoundé - Administrative Centre. The Commission once again urges the Government to make the Eligibility Commission and the Appeals Commission operational, so that refugees can benefit from a recognised status and enjoy the privileges attached to it. The Commission reiterates its recommendations made in 2022 to the institutions responsible for the defence and security of individuals to take measures to provide refugees with protection and humanitarian assistance in their movements to safer areas within the country, and to take special measures to facilitate their identification by obtaining new identity papers.

The Commission recommends that the public authorities speed up the process of ratifying the Optional Protocol to the Convention on the Rights of the Child on child trafficking, child prostitution and child pornography, as well as instruments of adhesion to the Budapest Convention on Cybercrime. The Commission recommends especially that the toll-free numbers of the _Agence nationale des technologies de l'information et de la communication_ (ANTIC), which are *8202* and *8206,* be made more widely available and used to report Internet abuse against children. The Commission recommends that all parties intensify their efforts and vigilance to ensure that the digital environment remains a niche of opportunities from which every child in Cameroon can benefit to achieve their Rights, while at the same time being protected from the dangers that would undermine their development and fulfilment. #CHRC

2023-05-01 STATEMENT BY THE CAMEROON HUMAN RIGHTS COMMISSION TO MARK THE 137th INTERNATIONAL LABOUR DAY Statements STATEMENT BY THE CAMEROON HUMAN RIGHTS COMMISSION TO MARK THE 137th INTERNATIONAL LABOUR DAY On the theme Resilience and Decent Work: Working together in the World of Work for the improvement of living conditions and social inclusion. *1 May 2023* The Commission applauds the Presidential Decree No. 2023/158 of 6 March 2023 on the upgrading of the monthly salary of civil and military servants at an average rate of 5.2 per cent. The Commission applauds the Prime Minister Head of Government's Decree No. 2023/00338/PM of 21 March 2023 to fix the Guaranteed Minimum Wage (GMW) at: - 41,875 CFA francs for civil servants covered by the Labour Code - 45,000 CFA francs for the agricultural and related sectors - 60,000 CFA francs for other sectors of activity, per month, throughout the national territory. The Commission applauds the Order No. 040/PM of 19 May 2022, which defines the conditions for granting age exemptions to persons with disabilities in administrative competitive entrance examinations and recruitment to the civil service. The Commission is concerned about the harmful role that dishonest employers play when they exploit people's ignorance and poverty by subjecting them to a dilemma between the scarcity of job offers and ridiculous salary offers. The Commission advises the Government to strengthen the Labour Inspectorates with human, technical and logistical resources, and ensure that the instructions given to the Labour Inspectors are implemented to intensify visits to businesses for effective and objective inspections.
2023-04-08 STATEMENT BY THE CAMEROON HUMAN RIGHTS COMMISSION TO MARK THE INTERNATIONAL DAY OF REFLECTION ON THE 1994 GENOCIDE AGAINST THE TUTSI IN RWANDA Statements The colonial power's tribalisation of the Rwandan society traditional organisation in which the terms Tutsi, Hutu and Twa referred, not to ethnicities, but to a classification of society according to economic activity and prosperity sowed the seeds of the genocide during which Rwanda recorded some 1,074,017 killings of men, women and children of all ages, mainly from the Tutsi minority.
2023-03-07 STATEMENT BY THE CAMEROON HUMAN RIGHTS COMMISSION TO MARK THE 38TH INTERNATIONAL WOMEN'S DAY 8 MARCH 2023 Statements Theme: DigitALL: Innovation and technology for gender equality The Preamble of the Constitution of Cameroon of 18 January 1996 declares that "the human person, without distinction as to race, religion, sex or belief, possesses inalienable and sacred rights" enumerated there. The Commission is worried about the shortfall in the number of female students in mathematics, physics, computer science and certain technical fields. The Commission vigorously condemns all disgraceful and dehumanising acts in social media that may undermine the rights of women and girls, including cyber-stalking and posting of intimate images or videos online. The Commission recommends that the Government vigorously combat the misuse of NICTs, which can become a catalyst for abuses, by systematically sanctioning any violation of the regulations in force. The Commission encourages parents to place greater importance on the education of their children with a focus on the responsible use of social media, including postponing as much as possible the age at which telephones and other electronic devices that provide access to social media are provided.
2023-02-06 STATEMENT BY THE CAMEROON HUMAN RIGHTS COMMISSION TO MARK THE 16TH INTERNATIONAL DAY OF ZERO TOLERANCE FOR FEMALE GENITAL MUTILATION* 6 FEBRUARY 2023 Statements STATEMENT BY THE CAMEROON HUMAN RIGHTS COMMISSION TO MARK THE 16TH INTERNATIONAL DAY OF ZERO TOLERANCE FOR FEMALE GENITAL MUTILATION* 6 FEBRUARY 2023 *Theme.-* Partnership with Men and Boys to Transform Social and Gender Norms to End Female Genital Mutilation. The Commission reminds everyone that female genital mutilation and organ damage are offences punishable under section 277 et seq. of Law No. 2016/007 of 12 July 2016 establishing the Penal Code of the Republic of Cameroon. The Commission is aware that some communities still practise female genital mutilation in secret and girls are thus excised at an early age in absolute silence and secrecy, and strongly condemns such dishonourable and dehumanising practices that nothing can justify. The UN General Assembly resolution of 20 December 2012 calls upon key stakeholders, including government officials, Civil Society, the media, local leaders, religious and traditional leaders, educational institutions, parents and families to advocate for the elimination of all forms of female genital mutilation. The Commission urges traditional leaders to address customary practices that support and condone FGM and eliminate stereotypes that legitimise violence against women.
2023-01-27 STATEMENT BY THE CAMEROON HUMAN RIGHTS COMMISSION TO MARK THE INTERNATIONAL DAY OF COMMEMORATION IN MEMORY OF THE VICTIMS OF THE HOLOCAUST 27 JANUARY 2023 Statements Theme: Home and Belonging The 2023 International Day of Commemoration in memory of the victims of the Holocaust, which is celebrated under the theme Home and Belonging, aims to underscore the multidimensional needs of victims of crimes, atrocities and the dangers of Holocaust negation, speeches that proclaim one race or ethnic group superior to others, calls for genocide, hate speech, distortion of history, manifestations of intolerance and prejudice. Article 2 of the African Charter on Human and Peoples Rights, ratified by Cameroon on 22 October 1986, prohibits all forms of discrimination based on race, ethnicity, colour, sex, language, religion, political or other opinion, national and social origin, property, birth or any other status. Article 18, which is shared by the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights ratified by Cameroon on 27 January 1984, states that everyone has the right to freedom of thought, conscience and religion. The Commission recommends to all political actors, administrative authorities, the media people, the educational community, leaders of religious congregations, Civil Society Organisations, parents and artists to practice zero tolerance against tribalism, including its ultimate form which is ethnic supremacism based, like the Holocaust, on the theory of the superiority of an ethnic group.

2023-01-04 STATEMENT BY THE CAMEROON HUMAN RIGHTS COMMISSION TO MARK THE WORLD BRAILLE DAY 4 January 2023 Statements The Commission recommends that the Government should provide teaching materials (Braille tablets, punches, Braille paper, etc.) to support the visually impaired. The Commission recommends that the Ministries of Basic Education, Secondary Education and Higher Education should equip schools and universities with Braille transcription equipment and train teachers to master Braille. The Commission strongly recommends that the Ministry of Decentralization and Local Development, and all the local authorities, should ensure that disability is taken into account at the local level by providing access to information at the level of the Regions and Municipalities. The Commission positively notes the registration, on 31 December 2022, of the 19 CSOs in the file of Civil Society Organizations (CSOs) affiliated to the CHRC, including seven organizations and five structures specialized in the promotion and protection of the blind and visually impaired.

2022-10-02 STATEMENT BY THE CAMEROON HUMAN RIGHTS COMMISSION TO MARK THE INTERNATIONAL DAY OF NON-VIOLENCE Statements 2 October 2022 The preamble of the Constitution of 18 January 1996 reaffirms that the Cameroonian people " solemnly declare that we constitute one and the same Nation, bound by the same destiny and assert our firm determination to build the Cameroonian fatherland based on the ideals of fraternity, justice and progress" Target 16.1 of the Sustainable Development Goals - to significantly reduce all forms of violence and related mortality rates worldwide. The Commission urges all the people to respect the human rights of all and everywhere, to show tolerance and a sense of brotherhood. The Commission calls on the National Community to meditate on the words of KOFI ANNAN, former UN Secretary General (1997-2006): "Let us reject the path of violence, which is the product of nihilism and despair".

Some elderly people, especially women in some regions of the country, no longer have the strength to carry on with their farm work and as a result, they fall into begging or are expelled from society because they are accused of witchcraft practices.
